Refer to images and their questions these are all lines right off of the turbo...

All of it was done by previous owners, guy I bought it from has been out of town so I haven't been able to contact him...

Looks like a dodgy wastegate bleed setup to me.

Ok a wastegate controls your boost level by opening when pressure applied to it (around 7psi I think) overcomes the spring pressure inside that round canister thing with the rod coming out of it, called a wastegate actuator. Now one way of increasing the boost pressure is to bleed air out of this line, so that it takes say 10psi of boost before 7psi gets to the actuator, in effect "fooling" it into staying shut longer. Now what you have is a very crappily made wastegate bleed. If I was you, I would put that in the bin and run a line directly from the outlet which should be on the compressor side over to the wastegate actuator and worry about a bleed or boost control after you get your car running. Running the line directly should give you a stable 5psi or 7psi, I forget which.

One thing to be wary of, and I don't know if you have an Alltrac or 3SGTE converted GTS or what so I can't say for sure, is that these cars used an electronically controlled solenoid to bleed off boost pressure, fitted from the factory. But God only knows if it is still in that mess somewhere!

Its a genuine Alltrac, its got 87/86 lights and grill on it...

The car has been butchered... I'm trying to figure out what was cut off of this thing after removing most of the body panels I've found missing connectors and randomly cut wires with labels on them... most of them just for lights...

Basically the previous owner was changing the point where the wastegate opened up as already stated. The valve would restrict the amount of boost pressure into the wastegate actuator thus making open at a higher boost rate. Why the output to the VSV is blocked is beyond me, maybe just trying to squeeze out more boost.

Either way its bad. Get an aftermarket boost controller if you want to adjust your boost safely.
