Can the amount of rise that the headlights have be adjusted. I do no want Low rose sleepy lights but i dont want the to flip all the way up.

I wanty to mainly aim my HIDS lower and closer then the screw adjusters will allow.

you could try putting washers under the head of the bottom adjuster bolt. But wouldnt recomend anything more then 1-2mm (will still make a fair difference in beam aiming) as it would probably put to much strain on the setup.

or shorten the rod from the retractor motor to the headlight. she will go up less.

ya that would make a huge difference but wud take a smal bit of work to get right, or you could wire them to a control swich that you could set to whatever hieght you want, im pretty sure i seen that done before! dnt know how thou

There is a headlight control kit you can add on for limiting the headlight lift, very popular on riced RX 7's

If it's not a large amount you can adjust the stops

Bottom stop, bend the tab to lift/lower the closed position

Top stop, raise the stop screw &/or bend the tab to limit the amount of raise

I also noticed when I had a loose lever and misaligned it, the headlight went up, started coming down
    and then stopped.
Raise the lights, loosen the lever, move the light to the desired position and tighten the lever.
It's a long shot tho, it may close in the wrong position depending how you set it
